Telangana Ne Oracle Chhoda, Par Free Mein Bhi Committee Lagi
Telangana's MeeSeva platform moved from Oracle to the open-source PostgreSQL database in April 2026, after about 15 years on Oracle. Telangana's Commissioner of Electronic Services Delivery, Ravikiran Tirumala, said in a LinkedIn post that Oracle licensing and maintenance for MeeSeva had cost about ₹10 crore a year. Gilles Darold put the previous cost at approximately $1.2 million a year and the migration cost cited by Mr. Tirumala at below $120,000; the article does not reconcile the two annual figures.
According to Mr. Tirumala and Mr. Darold, the migration was completed with less than four hours of downtime. Per Mr. Darold, MeeSeva handles about 80,000 government-to-citizen transactions a day; per Hari P Kiran, it has handled nearly 200 million transactions across 5,000 service centres and provides more than 500 G2C and G2B services. The migration covered more than 85 microservices, three Oracle servers and 1,939 tables.
Mr. Kiran said the Ora2Pg tool automated roughly 60-70% of the migration, while the remaining work, including converting application code, required human intervention. The effort began in 2023 and went through multiple government committees and several steering committees before April 2026. He said there were zero incidents on the PostgreSQL database for two quarters after the migration. Mr. Kiran, founder and CEO of OpenSource DB, said: “Every rupee spent on a proprietary database license is a rupee not spent on the public.”
